HOPWA (Housing Opportunities for Persons With Aids)

The program is designed to provide States and localities with resources and incentives to devise long-term comprehensive strategies for meeting the housing needs of persons (and their families) with acquired immunodeficiency syndrome or related diseases.

HOPWA funding is allocated to the Detroit Metropolitan Area and is administered through the City of Detroit's Health Department in cooperation with the Southeastern Michigan AIDS Coordinating Council (SEMACC).

Eligible Activities

HOPWA funds may be used to assist all forms of housing designed to prevent hopelessness including emergency housing, shared housing arrangements, apartments, single room occupancy dwellings, and community residences. Including:

    • Housing Information Services
    • Resource Identification
    • Acquisition, Rehabilitation, Conversion,
      Lease and Repair of Housing Facilities
    • New Construction (limited)
    • Rental Assistance
    • Rent, Mortgage and Utility Payments
    • Supportive Services
    • Housing Operating Costs
    • Technical Assistance
