Neighborhood Stabilization Program

Dearborn 's Neighborhood Stabilization Program (DBN-NSP) is a multi-faceted approach to buying, demolishing, or renovating vacant and substandard residential properties for resale or redevelopment. The programs demonstrate Dearborn's long-standing commitment to maintaining attractive, viable neighborhoods.

The newest resource available to the DBN-NSP program is the U. S. Department of Housing and Urban Development's Neighborhood Stabilization Program (HUD-NSP) as authorized by the Housing & Economic Recovery Act of 2008 (HERA) and Section 1497 of the Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act).  The purpose of the HUD-NSP is to assist states and local governments in addressing the effects of abandoned and foreclosed properties in the nation's communities.
