West Downtown Parking Special Assessment District
After a year of free public parking for customers in Downtown West Dearborn, the goal was for businesses to experience an increase in business and happier customers. At the time that the City of Dearborn approved the plan to remove customer paid parking, City Council also approved re-enacting a Special Assessment District (SAD) in Downtown West Dearborn in order to cover the costs of operating the parking system.
With any public parking system, it is not free to manage, maintain and grow the system. Therefore, communities choose to either share those costs with the end-user through paid parking or through a special assessment to businesses and properties that utilize the system. With input from the business community, the City of Dearborn has chosen the latter.
The City Assessor is currently preparing the SAD tax roll for a City Council public hearing regarding this item to be scheduled soon. The date will be posted here as soon as it is available.
The special assessment will be assessed to property owners based upon the average cost per space annually to maintain and operate the public parking system. The City of Dearborn has incurred all up-front costs of operating and maintaining the system the past 14 months (May 2015-June 2016). Annual assessments will continue to be assessed based upon actual expenses incurred, and the City expects these costs to fluctuate from year to year.
NOTE: this year’s operating expenses are extremely low. As the City continues to improve the level of maintenance and security services of the parking system, you can anticipate that rates will rise in the future. Recent investments to maintain quality public parking lots and decks includes the addition of security guards from 8pm-4am daily, increased cleaning services and maintenance of facility infrastructure.
After approval of the tax roll, the first assessment will arrive with this summer’s tax bill at a rate of approximately $110 per space for the 14-month period the SAD has been in place. The number of spaces per business/property will be adjusted according to the number of spaces required for the occupancy use minus any privately-owned spaces available on-site per the Zoning Ordinance Article 17.03 Downtown Business District – Development Standards, which can be found at https://www.municode.com/library/mi/dearborn/codes/zoning?nodeId=CIDEZOOR_ART17.00DOBUDI .

XYZ Restaurant is 2,000 square feet in Downtown West Dearborn. Therefore XYZ Restaurant must provide:
18 parking spaces based upon its gross square foot occupancy use in the downtown.
- (minus) XYZ Restaurant has 6 privately-owned parking spaces on-site
= XYZ Restaurant will be assessed for 12 public parking spaces x $110/space
= $1,320 SAD fee assessed for 2016 to XYZ Restaurant
