Commander Gregg Brighton
The Investigative Division consists of the
Detective Bureau, Polygraph Operations, the Crime Lab, the Narcotics
Bureau, the Specialized Criminal Apprehension Team, the Traffic Safety
Bureau and the Youth Bureau.
Detective Bureau
Currently made up of two Lieutenants, one Supervisory Sergeant,
12 Detective Sergeants, and three Investigative Corporals, the Detective Bureau is the investigative arm
of the Police Department. All preliminary complaint reports believed
to be criminal in nature are referred to the Detective Bureau for review
and evaluation. Once reviewed, each case requiring further police attention
or additional investigation is assigned to a specific Detective Sergeant,
or Investigator, depending upon the nature of the investigation or crime.
The Detective Bureau has the responsibility of handling
all aspects of criminal investigations from initial investigation through the
prosecution process. Detective Sergeants and Investigators may;
interview witnesses, interrogate suspects, submit warrant requests,
prepare the court case, handle extradition’s, write up search warrants, and provide
investigative/intelligence support to other Law Enforcement Agencies.
There are many areas of expertise staffed
by seasoned investigators possessing substantial professional backgrounds.

Specialized Criminal Apprehension
Team
The Special Operations Unit is a plainclothes surveillance team that
gathers intelligence, monitors all criminal activity in and around Dearborn,
and studies pattern crime. The unit concentrates on home invasions,
armed robberies, bank robbers, purse snatchings, auto theft, frauds
and scams, cigarette smuggling, telephone cloning and prostitution.
Narcotics Bureau
An undercover operation, the Narcotics Bureau works closely with State
and Federal agencies to prevent the sale, use and manufacture of illegal
drugs.
Traffic Safety Bureau
The Traffic Bureau works in conjunction with the City of Dearborn and
Wayne County in order to maintain the traffic control devices such as
traffic signs and signal lights. The unit reviews accident data, investigates
serious accidents involving death, seeks warrants for traffic related
crimes, handles miscellaneous parking and traffic complaints, maintains
the P.B.T. units, and places Selective Enforcement Officer's at specified
spots to enforce the traffic laws.
Polygraph Operations
An integral part of the investigative mission, the Polygraph Section
provides an invaluable tool in the the criminal investigations arena.
Crime Laboratory
The Crime Lab is responsible for all forensic investigations for the
department and for the identification of all the prisoners. The Crime
lab examines all the evidence collected at crime scenes including fingerprint
evidence.
The Crime Laboratory is involved with the Automated Fingerprint Identification
System (A.F.I.S). The A.F.I.S computer is interfaced with the Michigan
State Police and and FBI and provides the Dearborn Police Department
the ability to check latent fingerprints from crime scenes and fingerprints
from arrested subjects against their data base.
The Crime Lab provides technical assistance for other local police agencies
including; Dearborn Heights, Garden City, Wayne, Inkster, Melvindale,
Allen Park, and Lincoln Park.

The Crime Lab also has a forensic artist who sketches
suspects from descriptions given by witnesses or victims.
Domestic Violence Unit
The domestic violence unit includes two detectives, a victim's advocate
and an Assistant Wayne County Prosecutor. The detectives handle all
domestic complaint investigations. The Advocate is assigned to the department
through First Step and is available to respond to victims needs as they
relate to domestic violence and sexual assault. The Advocate works in
conjunction with police officers, detectives, prosecutors, judges and
probation officers.
The Advocate provides information about the legal process, accompanies
victim's to criminal proceedings, assisting in providing background
information and histories of domestic violence in individual cases,
assisting in obtaining personal protection orders and follows ups with
the victim and the families. Through a Byrne Memorial Grant an Assistant
Wayne County Prosecutor has been assigned to the department for domestic
violence incidents. The Prosecutor reviews warrant requests and handles
court proceedings.
Crisis Negotiation Team
The team works closely with the S.W.A.T. unit to assist in the safe outcome of hostage situations and barricaded suspects. The team also is utilized for crisis intervention and suicide prevention.
Internal Affairs Unit
Created with a mandate to provide the department with a professional,
state-of-the-art response to citizen complaints and internal regulations
issues.
Youth Bureau
Under the supervision of a Sergeant, 3 Investigative Corporals have
the responsibility of investigating crimes committed by persons under
17 years of age. These officers also are school liaison officers with
the Dearborn Public School system. Besides investigating criminal complaints
at their respective schools, the Youth Bureau Officer also attends numerous
school events such as sporting events, rallies, parades, and graduations.
TITAN Program (Teaching Integrity Tolerance & Non-Violence)

TITAN was implemented in September 2002. The program is based upon a
community policing philosophy, addressing problems as they arise and
customizing our services to current trends in the community. The program
was designed to be extremely flexible to ensure we are able to meet
the ever changing needs of youths today.
Victim Advocacy Program
A Victim Advocate is assigned to the Dearborn Police Department. The
Advocate is available five days per week during court and police department
hours to respond to victims needs as they relate to domestic violence
and sexual assault. The Advocacy in the criminal justice system includes
collaboration with police officers, detectives, prosecutors, judges,
and probation officers. They provide:
- Victims with information about the legal process,
court dates, and potential outcomes of cases.
- Accompanying victims to criminal justice proceedings
and activities.
- Providing transportation and child care during court.
- Assisting victims in obtaining personal protection
orders and filing show cause motions for violation of PPO's.
- Providing the criminal justice system with background
information and histories of domestic violence in individual cases.
- Participating in training programs for police
officers.
