Commander Joe Doulette
The Patrol Division is the largest and certainly the most
visible division of the Police Department. It consists of 140 sworn
Police Officers representing 70% of the Police Department.
The Patrol Division's principal duties and responsibilities
are:
- To represent a positive and professional image of
the city and of the Police Department to all persons.
- To promote trust, cooperation and respect for the
Police Department within the community.
- To prevent violations of laws and ordinances.
- To arrest criminal offenders.
- To suppress civil disturbances.
- To conduct preliminary investigations at accidents
and crime scenes.
- To give aid and information to all persons as required.
Ordinance Enforcement Division
A special unit of the Police Department Patrol Division,
the officers of the Ordinance Division maintain Motor Carrier Enforcement,
Ordinance Enforcement, Auto-Pound Coordinator Unit, Auto-Theft Recovery
Unit, Parking Enforcement and Animal Control. This unit is under the
Command of Sgt. Michael B. DeLaney.
Motor Carrier Unit
Motor Carrier Officers are assigned exclusively to maintain
a constant vigilance over commercial vehicles for compliance of motor
carrier regulations. They check commercial vehicles for size, weight,
equipment, cargo securement and driver qualification to insure safe
operation of these vehicles. The officers work closely with Michigan
State Police and receive constant training on changes and requirements
as they relate to the operation of commercial vehicles. They are also
responsible for inspection of city licensed vehicles for hire. Motor
Carrier Officers also perform numerous other functions within the department

Ordinance Enforcement Unit / Animal Control Unit
These Officers inspect for accuracy all commercial measuring
devices to ensure their accuracy as well as checking business licenses,
signage regulations, etc. They also patrol the city streets and respond
to calls regarding stray animals and remove injured and deceased animals.

Parking Enforcement Unit
These Officers are solely responsible for any parking
related violation. They patrol city streets and parking lots looking
for parking violators and respond to dispatched calls for related complaints.
These Officers work closely with the Abandoned Vehicle Officer to enforce
nuisance and abandoned vehicles in the city. These officers also assist
police officers with traffic control and other non-emergency situations.

Abandoned Vehicle Enforcement/Auto-Pound Coordinator
Unit
This Officer is assisted by the Motor Carrier Unit and
routinely tags and removes junked, nuisance and abandoned vehicles from
city streets, alleys, and parking lots. This officer is very active
in this function and works closely with Building & Safety Department
and other city departments to keep Dearborn clear of these neglected
vehicles. This unit is also responsible for processing all impounded
vehicles by department officers and administers 2 monthly public auctions
of impounded, impounded and seized vehicles. Residents who wish to report

Auto-Theft Recovery Unit
This officer is responsible for processing all stolen
vehicle reports as well as recovery of stolen vehicles within the city.
This officer works closely with the Detective Bureau in handling these
vehicles and insures that procedures are followed and that owner's are
notified when their vehicle has been recovered by Dearborn PD or other

Dearborn Animal Shelter
The Friends for the Dearborn Animal Shelter (FFDAS)
have the responsibility for the direct care, feeding, and placement
of animals. All stray animals from Dearborn are taken to the animal
shelter and can be adopted be any Dearborn resident for a nominal fee.

S.W.A.T. Team - Consists of 16 specially
trained members that are on call any hour for high-risk situations.
The S.W.A.T. Team specializes in arrest team tactics, extraction tactics,
less lethal deployment, entry tactics, distraction tactics, counter
sniper operations, and dignitary protection.
Evidence Technicians - These officers
are specially trained in photography, evidence collection, latent fingerprint
collection and crime scene processing.
Defensive Tactics Team (Support Services Division) -
This team is made up of officers specially trained to instruct weapon
deployments, tactical searches, ground fighting, defensive tactics,
force continuum, pressure point control techniques, tactical formations,
use of collapsible batons, training in chemical agent use and building
searches.
Field Training Officers (Patrol) - Carefully selected
officers who train the newly hired police recruits. These officers are
selected for their outstanding professional attributes, technical and
tactical proficiency, and must represent the highest caliber of officers
of the Dearborn Police Department.
Canine (K-9) Unit - Currently comprised of four dogs and four handlers.
The K-9 units have been trained as Police Utility Dogs.
Explosive Ordinance Team – All team members are
FBI/US Army trained in bomb disposal.
Lockup Operation (Jail Facilities) - The Dearborn Police
Department maintains a lockup of 44 jail cells for all persons arrested
within our jurisdictions. We also house lodgers for the Department of
Immigration and Naturalization.
