The City Plan Division, in conjunction with the Department of Law, determines whether a piece of City-owned property will be listed for sale. There are established procedures for the advertisement of City-owned property.
The City sells property through a bidding process.
The City releases a Vacant Property Lot List once a year with vacant properties that are for sale. Interested buyers may bid on a property while the bidding process is open. The bidding process for the 2017 Lot List is now closed.
Any properties that are not sold remain on the Leftover Lot List. Printed copies can be obtained from the Legal Department. Call 313-943-2035 for more information. The current Leftover Lot List can be when available here:

City Council approval is required for the purchase or sale of any property by the City.
If a vacant property is City-owned and not included on the Lot List, interested buyers must submit a written request to the Department of Law, including the property address or property Tax ID#, as well as the prospective buyer's name, address and phone number.
